Infant mortality rate (probability of dying between birth and age 1 per 1000 live births)
Series-level selection: for each country the whole series comes from the highest-priority source that has any non-forecast value for it. If a lower-priority source is more than three years fresher, the freshest source wins instead. Non-chosen values are kept as alternatives, never discarded.
